Iraq "elections"

Juan Cole comments on a recent development.
Arab satellite television news reported early Thursday morning that Iyad Allawi is also putting forward a plan to regain for Iraq sovereign authority over military decisions in Iraq, and asking for a withdrawal timetable. Such a timetable is also in the platform of Allawi's party.
Setting a timetable isn' the same thing as following through on withdrawal demands. It's pretty easy for a campaigner to say what the public wants to hear. I'm guessing this is a misleading announcement, blessed by Allawi's partners in Washington, to garner more votes, and that is all. Certainly he will never have authority over military decisions, whether they say he does or not. If, however, in the bitter end, the Bush administration needs an excuse to cover its sudden departure from Iraq, Allawi's pretended sovereign authority to demand withdrawal will be political cover.
